Last month, the San Luis Obispo County Board of Supervisors rejected an appeal of a rail project at a Phillips 66 petroleum refinery there that could have brought 80-car trains loaded with crude oil through East Bay and South Bay cities. This action by San Luis Obispo continues the powerful alliance and solidarity of environmental groups, citizens and cities up and down the entire west cost of the US that have been consistently rejecting coal shipping from ports and fossil-fuel rail infrastructure expansions.
